National representation to ensure that the official stand of the Leagues and the Local Government Units on vital national and local policies and issues are duly considered and adopted by the concerned NGA or Congress;

Information and Technology maximized for purposes of advocacy, research and promotions towards the realization of ULAP's vision, mission, goals and objectives;

Trainings, briefings conducted for newly-elected officials, and capacity-building activities to sustain camaraderie, unity and teamwork among member-leagues' secretariats and local officials; and

Yearn and strive for a continued development of all member-leagues, Local Government Units and local officials by setting minimum standards of good governance towards an improved delivery of basic services and resource-mobilization and by providing an incentives and awards system for this purpose.
