"Malayang Talakayan" type of seminars and workshops to "UGNAY" or link-up member-leagues, and LGUs to provide a venue where local officials can freely or openly discuss and ventilate the issues at hand among themselves first with the end in view of coming up with a consensus and establish rapport and respect each one's views and stands on various policy issues at the very least;
L ocal Governance Forums
Regular forums and dialogues among and between the leagues, LGUs and local officials with the NGAs, NGOs, civil society and all other stakeholders aimed to tackle government national and local policies concerning local governance, devolution and local and fiscal autonomy;
A dvocacy and Promotions
Tri-media relations and nationwide information communications plan to promote and advocate ULAP's vision, mission, goals and objectives as well as on the role of the leagues, LGUs and local officials and also on LGU issues and concerns such as the Internal Revenue Allotment(IRA) with the end in view of gaining public awareness, support and active participation and involvement in local governance; and
P artnership Program
Establish a smooth working relationship with existing and prospective stakeholders for proper representation of ULAP and the leagues in all branches and levels of government here and abroad
