Beginnings

On September 3, 1998 the idea to revive and strengthen the umbrella organization for all the leagues of the Local Government Units and its elected local officials in the Philippines was hatched in a meeting initiatedby the Department of the Interior and Local Government(DILG). Two weeks later, the officers of the Leagues met and formally adopted a Resolution changing the name "League of Leagues"(LoL) to "Union of Local Authorities of the Philippines" (ULAP) in order to give it a distict personality as an associate member of the International Union of Local Authorities(IULA), and to register the same with the Securities and Excange Commission(SEC).

Vision

The ULAP envisions a just, equitable and progressive society anchored on participatory democracy and pro-poor framework of effective and good governance vital to national development and progress.

Mission

Unite all the Member-Leagues and enhance its partnership with all stakeholders to ensure a genuine local and fiscal autonomy for all Local Government Units thereby ensuring their smooth and efficient delivery of basic services to the people.
